Whatever the inspiration for the fiction was, it is certainly in the context of the existence of actual government agencies.

It's a genre of "men's fiction" sometimes considered "clean" because it contains absolutely no romance or involvement with women.

There's the stereotype of a "gay weatherman" or meteorologist on television.
